Requires a single, clear national warning label on every container of alcoholic drinks to remind people about health risks from drinking or abusing alcohol. Congress decided a uniform notice is needed so people get correct information and so different state rules do not create confusion or hurt trade between states. Congress used its full federal power to make a nationwide program for warnings on alcohol made or sold in or affecting interstate commerce. The goals are (1) to give the public a clear, nonconfusing reminder on each container, and (2) to protect commerce and the national economy by maximizing protection under this policy, avoiding varied and confusing state rules, and preventing harm if warnings applied only to interstate sales but not to goods sold within a single State.
