Allows federal district courts to hear civil lawsuits when someone sues for money or other relief because their person or property was harmed or because their rights were taken away. That includes harms from conspiracies covered by section 1985 of Title 42; harms someone knew were about to happen and could have stopped but did not; rights taken by state laws, officials, or customs that violate the Constitution or federal equal-rights laws; and any claim under federal civil-rights laws, including voting-rights claims. For these rules, the District of Columbia is treated like a State, and any federal law that applies only to D.C. counts as a D.C. statute.
