Judicial councils and the Judicial Conference can make rules for how cases and petitions under this chapter are handled. The rules must require written notice to a judge before an investigation; let the judge appear (in person or with a lawyer), present and challenge evidence, require witnesses or documents to come, cross‑examine witnesses, and make oral or written arguments; and let the complainant appear if the panel thinks they can add important information. Rules can be made or changed only after public notice and a chance to comment. All rules must be public. The Judicial Conference can change rules made by a judicial council. No rule can limit how long someone has to file a complaint.
