When federal courts apply this part of the law, the United States says workers must be free to form or join groups, organize themselves, and pick their own representatives to negotiate pay and working conditions. Because owners and businesses can band together, an individual worker usually can’t bargain alone. Employers or their agents must not block, limit, or coerce workers in these activities.
