Within 24 months after September 2, 1974, the Joint Pension, Profit-Sharing, and Employee Stock Ownership Plan Task Force must do a full study and review. The study must cover six things: how the rules in section 411 of Title 26 and section 1053 of this title affect age groups; ways to make pension rights portable between plans; how small‑employer plans should be treated under subchapter III (termination insurance); ways to broaden stock ownership, especially employee stock ownership plans (ESOPs); the effects and value of federal preemption of State and local pension laws; and any other matters the committees in section 1221 send it. The task force must report the results to each committee listed in section 1221.
