The House Committees on Education and Labor and on Ways and Means, and the Senate Committees on Finance and on Labor and Public Welfare must study retirement plans set up, run, or paid for by the U.S. government, any state (including the District of Columbia), local governments, or their agencies. The study must look at participation, vesting, financing, the rules for plan managers, and whether federal laws or standards are needed. Each committee must send its results and recommendations to its chamber by December 31, 1976.
