Keeps actions by the National Labor Relations Board — like petitions, investigations, elections, and certifications under section 159 — valid even if the Congress of Industrial Organizations did not meet the rules in section 159(f), (g), or (h) before December 22, 1949, or the American Federation of Labor did not meet them before November 7, 1947. No one can be held liable for failing to honor those elections or certificates before October 22, 1951. This does not change final judgments already entered under section 160(e) or (f).
