The United States wants employers and employee representatives to settle work disputes by talking and negotiating. The government should provide neutral help like conciliation, mediation, and voluntary arbitration to help them reach and keep agreements about pay, hours, and working conditions. The government should also help include contract rules for giving notice of proposed changes, for final grievance handling, and for other protections that help prevent future disputes.
