When the President thinks a threatened or actual strike or lockout that hits a whole industry or a large part of it and affects interstate or foreign commerce or the making of goods could harm the nation's health or safety, he may appoint a board to investigate. The board must send a written report by the deadline set by the President that states the facts and each side’s position but gives no recommendations. The President must file a copy with the Service and make the report public.
