The Secretary must give a registration certificate, including one as an employee of a farm labor contractor, after investigating and approving someone who files a written application with certain required information. The application must have a sworn statement of the applicant’s permanent home and the contracting work requested; identification of the vehicles and the housing to be used for migrant or seasonal agricultural workers, and if the applicant owns or controls them, proof they meet section 1841 (vehicles) and section 1823 (housing); the applicant’s fingerprints; and a sworn consent that a court may name the Secretary to accept legal papers if the applicant leaves or cannot be reached.
