Walsh‑Healey refers to the 1936 federal law about buying supplies and making contracts (approved June 30, 1936). Bacon‑Davis refers to the 1935 law about wage rates for laborers and mechanics on public buildings (approved August 30, 1935). In section 255, "State" means any U.S. State, the District of Columbia, or any U.S. Territory or possession.
