The Commission must do a detailed study of current and proposed family and short-term medical leave plans. The study covers both required and voluntary programs, including those from employers not covered by this law, and looks at costs and benefits, effects on productivity and job growth, differences by business type and size, how such leave affects other employer benefits, options for State enforcement for employees named in section 2618(a), ways employers lower admin costs, whether employers can recover premiums under section 2614(c)(2), and the effects of temporary wage replacement. Not later than 2 years after the Commission first meets, it must send a report on these topics to the appropriate Committees of Congress.
