Make a commission with 12 voting members and 4 nonvoting members who serve because of their jobs. All appointments must be made no later than 60 days after February 5, 1993. Congressional leaders make the picks: the Senate Majority and Minority Leaders each pick one Senator; the Speaker and the House Minority Leader each pick one Representative; and the Speaker, the Senate Majority Leader, the House Minority Leader, and the Senate Minority Leader each pick two more members. The voting members must have expertise in family, temporary disability, and labor‑management matters and must include employer representatives from large and small businesses. The Secretary of Health and Human Services, the Secretary of Labor, the Secretary of Commerce, and the Administrator of the Small Business Administration are the four nonvoting members. If a seat becomes vacant it must be filled the same way it was first appointed. The commission must elect a chair and a vice chair from its members. Eight members are needed for a quorum to make decisions, though fewer can hold hearings.
