The Commission must meet at least once within 30 days after all members are appointed. After that, it meets when the chairperson or a majority of members calls a meeting. The Commission can hold hearings, take testimony, accept evidence, and put witnesses under oath. The Commission can get information directly from any federal agency if that information may be shared under section 552 of title 5, and agency heads must provide it when the chairperson or vice chairperson asks. Agencies may also lend facilities, services, or staff to serve as an Executive Director or help the Commission without hurting the employee’s civil service status. The chairperson may accept voluntary services from a Commission member notwithstanding section 1342 of title 31.
