All allotments to States and grants to outlying areas must use the latest data the Secretary accepts. Counts of disadvantaged adults and youth must come from the most recent Census. The Secretary must quickly publish the proposed amounts for each recipient in the Federal Register. Funds under sections 3162 or 3172 must be allotted within 45 days after the appropriation is enacted, unless pre‑appropriated under section 3249(g), in which case allotment must occur by March 31 before the program year. If a formula is used for discretionary distributions, the Secretary must publish the formula, the reasons, and proposed shares at least 30 days before allotting and then publish final amounts. Funds under sections 3163 and 3173 must reach a local area within 30 days after the Governor gets the funds under 3162/3172 or within 7 days after the local plan is approved, whichever is later.
