The Secretary can monitor and investigate anyone who gets money under this part to see if they follow the rules. Investigations can include looking at and copying records, asking employees questions, and entering places where the program runs or records are kept. For these actions, the Secretary may use the powers in section 49 of title 15 to require witnesses and documents, like the Federal Trade Commission.
