States may pass laws to carry out the programs funded under this part, as long as those state laws follow the rules here. Any money a state receives under this part must be approved by the state legislature and used under the same conditions required in this part. If working together would help states follow these rules, Congress allows states to enter into compacts or cooperative agreements with each other, but those agreements need the Secretary’s approval.
