Summary

Eligible agencies that get a grant must spend the money this way. At least 82.5% of the grant must go to awarding grants and contracts under section 3321 and to carrying out activities under section 3305; no more than 20% of that 82.5% can be used just for the section 3305 activities. Up to 12.5% may be used for State leadership work under section 3303. Up to 5% of the grant, or $85,000 (whichever is greater), may be used for the agency’s administrative costs. To receive the grant, an agency must also provide non-Federal matching funds. Agencies serving an outlying area must match at least 12% of the total spent on adult education in that area, unless the Secretary lowers this amount. Agencies serving a State must match at least 25%. The match can be cash or in-kind, must be fairly valued, and must be non-Federal money used for adult education and literacy in line with the program’s purpose.
