The reports and documents filed with the Secretary under sections 431, 432, 433, and 441 must be open to the public. The Secretary may publish the information and use it for statistics and research, and may prepare and publish studies, analyses, reports, or surveys based on that data. The Secretary must make rules that let anyone ask to inspect those reports and must make rules to provide copies for a fee that covers the cost. If a Governor asks, the Department of Labor must give a State agency in the State where a person has its main office or headquarters copies free, or require the person to supply them. If a copy is given to the State agency, the person does not have to provide the same information again under any State law. Money paid for copies goes into the general fund of the Treasury.
