Labor unions must file their first report under section 431(a) within 90 days after they first become covered by this law. Anyone who must file reports under sections 431(b), 432, 433(a), the second sentence of 433(b), or 441 must file each report within 90 days after the end of its fiscal year. If a person was covered for only part of a fiscal year — for example because September 14, 1959 fell in that year or because they became covered during the year — they may treat that partial period as the full fiscal year when filing.
