Allows the Secretary to make, change, or cancel rules about the kinds of reports people must file and how those reports are published, including rules for trusts tied to labor groups, to stop people from avoiding the reporting rules. The Secretary must use simpler report forms for labor organizations or employers that are too small for detailed reports, but can revoke a simplified form for any group or employer after investigating and giving notice and a chance for a hearing.
