The Secretary can give technical help directly or by contract with State vocational rehabilitation agencies, experts, or groups of experts. That help can go to people who run community rehabilitation programs. If the Access Board agrees, the help can also go to public or nonprofit agencies, institutions, or organizations. Experts hired this way may be paid up to the daily pay rate for level 4 of the Senior Executive Service (per 5 U.S.C. 5382) and may get travel pay and per diem as allowed by 5 U.S.C. 5703. With the Access Board’s and the President’s agreement, the Secretary can also give money to public or nonprofit groups to remove architectural, transportation, and communication barriers. No money may be given until a study showing the need has been completed and submitted under section 792(i)(1). Congress may appropriate whatever sums are necessary to carry out these actions.
