Title 29 › Chapter CHAPTER 16— - VOCATIONAL REHABILITATION AND OTHER REHABILITATION SERVICES › Subchapter SUBCHAPTER V— - RIGHTS AND ADVOCACY › § 794c
Creates an Interagency Disability Coordinating Council made up of the heads of key federal agencies — for example, Education, Health and Human Services, Labor, Housing and Urban Development, Transportation, the Interior official for Indian Affairs, the Justice Department, the Office of Personnel Management, the Equal Employment Opportunity Commission, the Architectural and Transportation Barriers Compliance Board, the National Council on Disability, and others the President names. The Council must make and carry out plans so federal agencies work together, avoid overlap and conflict, and have consistent rules. It must coordinate programs that help people with disabilities join society, be independent, and work. When funds are available, it must do studies, with advice from the National Council on Disability, to find ways to remove barriers. By July 1 each year the Council must send the President and Congress a report on its work to meet the employment needs of people with disabilities and any recommended changes, plus any comments from the National Council on Disability. Nothing here changes duties given to any lead agency by Executive order.
