The Administrator must first set aside between 1.8% and 2% of the yearly funds for this part, starting in fiscal year 2015. Those set‑aside funds are for training and technical help for Statewide Independent Living Councils (the Councils), given directly or by grants, contracts, or cooperative agreements. The Administrator must survey the Councils about their training needs to set funding priorities. Organizations wanting a grant or contract must apply with a proposal and any other information the Administrator asks for. Applications will be reviewed by panels that include non‑government people with experience running these Councils.
