Defines three words used in this chapter. "Election day" is the Tuesday after the first Monday in November every four years after a presidential election. For States that pick electors by popular vote, it also includes any changed voting period if the State, under laws passed before that day, extends voting because of extraordinary, catastrophic events (force majeure). "State" includes the District of Columbia. "Executive" means the Governor (or the D.C. Mayor), unless the State's laws or constitution in effect on election day name a different State official to do the chapter's duties.
