The Secretary of Energy, after talking with the National Academy of Engineering, must pick 13 colleges or universities to set up and run university coal research labs. Ten of those schools will be chosen under the rules below and must be named within 90 days after the application period ends; the other three must be chosen in fiscal year 1980. No more than one lab can be in the same State, and at least one lab must be in each major coal province the U.S. Bureau of Mines recognizes, including Alaska. For the ten schools, the Secretary must look for places in States with large coal supplies, with experience and strong programs in coal research, and with the ability to build and run the labs. The Secretary must allow an application period no longer than 90 days after August 3, 1977. Schools must apply in the form and time the Secretary requires and give the needed information. Each application must describe the planned research facilities for coal and related environmental work with interdisciplinary teams (for example, engineers, geologists, chemists, and ecologists), propose a test lab for coal characterization that can host industry researchers, and show programs for advanced student research tied to existing coal extraction and use education and research.
