Fellows keep getting their fellowship payments only while they are doing well and spending almost all their time on the approved study or research at a college or similar place, and while they do not hold paid jobs except for part‑time teaching, research, or similar work that the Secretary of Energy approves. The Secretary of Energy can require fellows to file reports when needed, and those reports must include a certificate from an official at the approved school, library, archive, or research center saying the fellow is making good progress and working almost full time on the research.
