Licenses and permits must include rules to stop waste and to protect the future chance to commercially recover any remaining hard minerals in the area. The Administrator must think about current technology, processing and waste value, environmental and economic information, and the nation’s need; “conservation of natural resources” does not let the government control production levels, prices, profits, markets, or which minerals to recover, except as a side effect.
