The Secretary of the Interior must lease unleased land known to have sulphur by advertisement, competitive bidding, or other rules, in parcels no larger than 640 acres. Lessees must pay the royalty set in the lease and prepay 50 cents per acre per year, which counts toward that year's royalties.
