Gives the United States Bureau of Mines, under the Secretary of the Interior's general direction, permission to do studies and tests by itself and with states, labs, and other groups. Those studies must aim to (1) develop a practical carbonization process to turn sub‑bituminous and lignite coal into an all‑purpose fuel, fertilizers, and other useful byproducts; (2) develop efficient ways and equipment to burn lignite or the char made from it; and (3) find better methods to use these coals for generating electric power.
