People 21 or older who are U.S. citizens or have declared intent to become citizens, or groups of such people, may apply at the land office to enter vacant federal coal lands. Individuals may take up to 160 acres; groups up to 320. They must pay $10 per acre if the land is over 15 miles from a completed railroad, or $20 per acre if it is within 15 miles.
