Use sections 842–846 and parts of 878 as temporary mandatory health rules for all underground coal mines until the Secretary creates better rules under section 811. These temporary rules must be enforced the same way as rules under section 811, and any enforcement orders can be reviewed under subchapter I. The goal is to keep underground mine air low in respirable dust (tiny particles you can breathe) so miners can work their whole adult lives without getting pneumoconiosis or other job-related diseases.
