Operators must run a continuous program to improve roof control at each coal mine. They must keep all active underground roadways, travelways, and work areas supported or otherwise controlled so people are protected from roof or rib falls. Within 60 days after the operative date of this subchapter, the operator must adopt a printed roof control plan, approved by the Secretary, that shows the type of support and spacing to be used. The Secretary must review the plan at least every six months and after any roof or rib falls. A copy of the plan must be given to the Secretary and be available to miners and their reps. Mining methods must not create unusual roof fall dangers from wide rooms or bad pillar recovery. Operators must keep an ample supply of proper support materials near working faces and other places the Secretary requires. Use safety posts, jacks, or other approved devices when removing roof material, installing crossbars, drilling or installing roof bolts, and in similar tasks. Loose or overhanging roof and ribs must be removed or supported, and supports knocked out must be replaced quickly except during recovery work. Roof bolts, when allowed, must be tested under the approved plan. Bolt recovery is banned in places of complete pillar extraction, next to clay veins, or at other irregularities that cause extra hazard; where recovery is allowed, it must follow the plan, be done by experienced miners, and have adequate temporary support. When miners face danger from roof, face, or rib falls, the operator must inspect and test those areas before starting work or machines and as often as needed, and fix any dangerous conditions immediately.
