Make sure people who filed benefit claims from July 1, 1973 to December 31, 1973 keep getting payments when a State workers’ compensation agency or the Secretary of Labor takes over running the program. The Secretary of Labor will decide those claims and, when allowed under this law or section 9501(d) of title 26, will pay benefits. The Secretary must promptly notify any operator he thinks may owe benefits for months after December 31, 1973. The Secretary should use procedures like those in section 919 of title 33. An operator who is notified is bound by the Secretary’s decision as if the claim had been filed under part C and section 932 applied. No operator must pay benefits for any month before January 1, 1974. The Secretary may create rules needed to carry out these steps.
