The President must send Congress a supplemental budget summary each year before July 16 for the fiscal year covered by the main budget filed under section 1105(a). It must show big changes to spending and revenue estimates, new obligations made after the budget was sent, updates on certain budget matters, any extra information the President thinks Congress needs, estimated costs for programs that will run for the next 4 fiscal years, and estimates of spending from balances carried into future years. Also before July 16, the President must send a statement listing requested changes to budget authority, estimated outlays, and estimated receipts for that fiscal year (including prior proposed changes for the executive branch). That statement must show how those changes affect the main budget information and include supporting data when possible. The rules in section 1105(f) apply to these revisions and summaries the same way they apply to the original budget.
