The deputy head of each agency, or the equivalent top deputy, must be the agency’s Chief Operating Officer. The Chief Operating Officer must make the agency run better and meet its goals. They must manage planning and performance work using strategic plans, measurements, data checks, and regular progress reviews. They must help the agency head carry out the duties in sections 1115 through 1122 of this title and section 306 of title 5. They must also lead management improvements inside the agency and across government and work closely with officials like the Chief Financial Officer, Chief Human Capital Officer, Chief Acquisition Officer/Senior Procurement Executive, Chief Information Officer, and other business leaders.
