Title 31 › Subtitle SUBTITLE II— - THE BUDGET PROCESS › Chapter CHAPTER 13— - APPROPRIATIONS › Subchapter SUBCHAPTER II— - TRUST FUNDS AND REFUNDS › § 1323
Certain fees and unearned money kept in the checking accounts of officials who handle payments must be put into the U.S. Treasury as trust funds. This covers Interior’s unearned money and lands and Justice’s reentry permit, naturalization, and registry fees. Those deposits can be used for refunds, and any earned part must be moved to the correct receipt fund. Donations and quasi‑public amounts are also treated as trust funds when handled by U.S. officials and kept in those accounts (clerks and marshals of U.S. district courts are excluded).
