Lets leftover money needed to run a job or activity that moves inside or between executive agencies move along with that job. The agency head decides how much should move for transfers inside the same agency but must get the President’s approval; the President decides the amount for moves between agencies. The moved money is put into an existing or new appropriation account, joined with that account’s balance, and treated as a single amount.
