Money an agency has for salaries and expenses can be used to carry out national defense duties the law gives it. The agency may move funds between its accounts or budget lines inside the agency to do that. An agency cannot get an extra allocation under this rule if it can already do the defense work with its regular staff by just rearranging its normal programs.
