With money approved by Congress in advance, the Treasury Secretary can carry out a range of administrative tasks for the Department. The Secretary can hire temporary experts and consultants and pay them up to the per‑day amount equal to GS‑18. The Secretary can pay the State Department for health care for Treasury staff and their dependents abroad. The Secretary can pay for official events and receptions, care for and clean uniforms, and run sports programs at the Federal Law Enforcement Training Center in Glynco, Georgia. The Secretary can install and later remove security fences, lights, guard booths, and similar items on non‑federal property. The Secretary can make mutual aid deals with state and local police and train their staff, provide lab help to them, insure official vehicles used overseas, and, when needed, lease foreign real property for up to 10 years, buy or lease personal property abroad, manage and insure those properties, and later sell, rent, or transfer them.
