A disbursing official must only pay out money when there is a proper voucher that is signed by the head of the agency or by an employee who has written permission from the head. The official must check the voucher to make sure it looks correct, is signed and approved, and that the amounts match the facts on the voucher. The official will be held responsible for doing those checks, but not for math errors on the voucher or for amounts reduced or taken under sections 3716 or 3720A. Members of the armed forces can sign vouchers if the Secretary of Defense allows it in writing, or the Secretary of Homeland Security allows it for the Coast Guard when it is not operating as part of the Navy. The Secretary of the Treasury may give a list of people who get regular payments; if that list is certified and in proper form, it can be used as a voucher. Each voucher must include the taxpayer identifying number for every person who may be paid.
