The Secretary of the Treasury and the Comptroller General can work together to change rules so handling public money is simpler and cheaper. They may waive parts of two rules that were in effect on September 12, 1950: rules about issuing and countersigning warrants for public and trust money, and rules about requisitioning and advancing amounts to accountable officials. Their rules can let authorized payment officials pay vouchers by writing checks on the Treasury’s general fund. The rules must also include steps to deal with officials who are delinquent or have account problems, including suspending or taking away their payment authority.
