Agency heads can, after review by the Secretary of the Treasury, publicly name someone and say they owe a delinquent nontax debt to try to collect it. The Secretary of the Treasury must make rules, working with the Director of the Office of Management and Budget and other federal agency heads. The rules must focus collection efforts on people who can pay, make sure people have had a chance to verify, contest, or settle their debt under the law before any public release, and prevent people from being wrongly identified.
