An executive agency must use a grant agreement when its main goal is to give money or other value to a State, local government, or other recipient so they can carry out a public purpose allowed by U.S. law, rather than to buy property or services for the federal government. Use a grant agreement only when the agency does not expect to be heavily involved in how the recipient carries out the work.
