Congressional committees that oversee a grant program must study that program if the law that created it has no end date. They can study it alone or with other committees and must report their findings to their House of Congress. The study must look closely at how well the grants meet their goals, whether the program could continue without more federal help, whether its purpose, management, rules, or procedures should change, and whether the program can meet growing or changing needs. For laws passed before October 16, 1968, a study must be done before the end of each 4th calendar year after the year when the last study under this rule was done. For laws passed after October 16, 1968, a study must be done before the end of the 4th calendar year after the law was enacted and then before the end of every 4th calendar year after that.
