Defines key words used in the chapter. Applicant is a State, a local government, or a private nonprofit asking for help for one project. Assistance program is a federal program that gives help by grant or contract, but not revenue sharing, a loan, a loan guarantee, or insurance. Local government includes counties, cities, school districts, councils of governments, or similar local public bodies. Project is a group of parts that together carry out one or related purposes and are proposed or approved for support from more than one federal program or from at least one federal and one state program. State means a U.S. State, the District of Columbia, a U.S. territory or possession, an agency or instrumentality of a State, and a tribe as defined in section 3(c) of the Indian Financing Act of 1974 (25 U.S.C. 1452(c)).
