Defines two terms used in this chapter. "Block grant amounts" are money for programs that give funds straight to States (though some may go to the federal agency that runs the program) and let States choose how to use the money to keep supporting activities that were funded on August 12, 1981, under programs ended by the Omnibus Budget Reconciliation Act of 1981 (Public Law 97–35, 95 Stat. 357) and that had been paid to local governments or other eligible entities. "State" includes the District of Columbia and the United States’ territories and possessions.
