The state's chief executive must write a yearly report on how the state will use block grant money. The report must list goals, the kinds of activities, places, and people to be helped, and how the money will be distributed, including how need will affect the shares. Starting with the fiscal year ending September 30, 1983, each report must also say how the state met the prior year's goals. The state cannot get the funds until it holds a public hearing with adequate notice, and the report and any changes must be made public and invite comments.
