States, local governments, and their grantees must give the Comptroller General access to records they have about block grants, consolidated assistance, and other grants under the Omnibus Budget Reconciliation Act of 1981 (Public Law 97–35, 95 Stat. 357). This lets the Comptroller General review how those funds and programs are being used.
