An audit done under this chapter replaces any other federal financial audit an organization that gets federal money would otherwise have to do. If that audit gives a federal agency the information it needs, the agency must use it. Agencies can still order extra audits when needed, and organizations can’t stop them, but agencies should plan those extra audits so they do not duplicate other audits. This replacement rule also applies even if the organization was not required by section 7502(a) to have the audit. Federal agencies keep their full authority to do audits and reviews, including Inspectors General. If an agency orders extra audits beyond this chapter, it should pay the full cost and coordinate with the agency named under section 7504 to avoid overlap. Independent auditors must, on request, give their working papers to a federal agency or the Comptroller General for quality checks, to resolve findings, or for oversight, and copies may be made.
